The history of the traditional organizational structure of the police officer has evolved over time.
The first police officer was simply hired and started patrolling the streets by foot the very next
day. The officer had no training, no policies or procedures within his department, no college
education, and no dispatch system.There were no deadly force policies or Supreme Court rulings
for the officer to apply arrest and detention principles to. The officer neither had a weapon to
defend himself norissued uniform. The officer basically had no tools to complete the job
effectively.
With the changing of times the American police officer has evolved into an efficient
public service figure. Criminals have also change and have developed and brought about new
ways of committing crimes. As law enforcement adapts to the trends of criminals and their
heinous actions, the criminals always tend to be one step ahead. One could raise the question of
where and when policingbegan and how it modernized.
The development and modernization of the American police officers was brought about
by Robert Peel. Peel was a political leader from England and was said to be the creator of the
modern police officer. Peel developed an approach of deterring and preventing crime rather than
responding to past crimes. Peel felt that crime prevention was far superior than responding after
the fact. The strategy for implementing the mission of crime prevention was preventive patrol”
(Walker, 2011). By this he developed “beats”. Beats are essentially assigned patrol areas where
police officers rove during a given shift. By patrolling in a visible area officers are able to make
a public presence and deter more crimes.
Peel revolutionized the police departments by implementing core values. “The three core
elements involve the mission, strategy, and organizational structure of the police” (Walker,
