Analyze the multiple factors that influenced the events of September 11, 2001, through
the lens of transnational actors, interest groups, public opinion, media, and international
security. Discuss how these elements shaped the U.S. foreign policy response to the
attacks, using theories such as expected utility maximization and imperialism.
Additionally, evaluate the role of international insecurity in the evolution of post-9/11
foreign policy, particularly in relation to the use of force and the Authorization for Use of
Military Force (AUMF). Your response should incorporate insights from academic
sources and provide a comprehensive understanding of how these various factors
intersected to impact international order and U.S. military strategies.

Identify how transnational actors, interest groups, public opinion, and the
media influenced September 11. Some transnational religious actors can be seen to help
advance international order. Increasing and improving international order is said to be
dependent on growing numbers of democratic countries, in accord with the wishes and
designs of the dominant actors in international relations, such as the government of the
United States and other Western states. On the other hand, the actions of some
transnational religious actors, including terrorist organizations such as al-Qaeda have
quite different ramifications for international order. Such groups explicitly reject and seek
to undermine the foundational norms, values, institutions and rules that underpin
international order and its key institutions, such as the United Nations. Some
transnational religious actors affect international order and security, especially networks
of Islamic extremists and terrorists. Extremist pathologies present themselves in various
order-challenging forms, including the 9/11 outrages in the USA. Increased religious
transnational activities are stimulated by globalization and especially the accompanying
communications revolution. This is a key factor in encouraging the current dynamic
growth and development of religious transnational networks. The post-9/11 focus on
extremist Islamist organizations reignited the ‘clash of civilizations’ controversy, while
serving partially to obscure the evolving transnational religious landscape with its impact
