LEADERSHIP AND ETHICS2According to O’Leary (2006), Guerilla government is a form of dissent that is usuallycarried out by those who are dissatisfied with the actions of public organizations, programs, orpeople. In other words, it is a form of government where career public servants work against thewishes of their superiors. This is an ethical dilemmain whichyou may havean uneducatedpolitical appointeeor supervisor,andyou may have arogue governmental management workingagainst them to fulfill their own personal agenda bychoosingto covertly dissent away frompublic policies to work the system.Government management working against their superiors canbe obtainedinnumerous waysto include, leaking information to the media, sabotaging projectsbeing worked on, or even transferring data to other agencies which have a different view oncertain policies being addressed.The motivational reasoning for doing this could rangefrombeing passed over forapromotion to somethingas awe inspiring as saving a person’s lifebecause of the humanity which is billowing out of one’s heart.There could also be other ethicalchallenges such as the government employee being compensated under the table by specificinterest groups, or better yet, an agenda of bringing the political appointee down without gettingtheir own hands dirty.These aretypesof ethical “backdoors”that, ifnot addressed and weededout,maymake a supervisorend up paying theultimateprice by being completelyblindsided intothinking he/she is working towards a goal or policy which otherwise is being diverted down astreet of no return.A lot of citizenslook at this type of unethical behavior as politics, but when it happens tothe political appointee for someone else’s gratification, does that make it justified? Withoutproper procedures in place, an uneducated political appointee becomes an easy target for guerillamanagement to take advantage of.This type of ethical dilemma attacks the credibility of a career
