Juvenile Advocates (CAJA) in Madison County, Alabama, and what impact does the Act have on both the

Key Social Problem
The key social problem at CAJA (Court Appointed Juvenile Advocate) is working with
abused and neglected children in Madison County, Alabama. The mission of CAJA is to
advocate in the best interest of the child and to ensure a safe, permanent and loving home. In
Madison County, the statistics were:
1365 Child Abuse/Neglect Reports, which included 2052 children, were received
during 2010.
358 of these reports were indicated for abuse and neglect in 2010.
9 child deaths were reported in Madison County during 2010. None of these were
a result of abuse or neglect.
525 children are currently in Foster Care.
CAJAs work with allegations of abuse and neglect such as: physical abuse, negligent
treatment, sexual injuries, emotional abuse and substance abuse related.
Federal Policy
In 1974, CAPTA also known as Child Abuse Prevention and Treatment Act was passed
by the U.S Congress which provided financial assistance to states for the prevention of child
abuse and neglect. The policy asked for a volunteer to represent the abused or neglected child
and advocate for the best interest of the child during judicial proceedings. “The Child Abuse
Prevention and Treatment Act (CAPTA) is one of the key pieces of legislation that guides child
protection” (The child abuse, 2003).
Originally enacted in 1974 , CAPTA was most recently amended and reauthorized in
June 2003 by the Keep Children and Families Safe Act of 2003. CAPTA focuses on three key
areas.
